the head of my Marine Department and who is
now in England, is thus equally interested
in this matter with myself.
In this connection Mr. Tyler has been
informed by the Principal Measurer of the Board
of Trade that the Hongkong Measurer is entirely
outside his control. I am informed, however,
that the Board of Trade might be prepared to
consider the matter on receiving full particulars
from Hongkong.
In these circumstances, the only course
appears to be to approach the Hongkong Government,
and I propose to arrange for this to be done on
the impending return of Mr. Tyler and myself to
China.
But it is felt that it is desirable
to represent this matter to the Colonial Office
from the aspect of the Comity involved, and it
is hoped that as a result of such representation
